BACKGROUND: Imagine a world where some people are born with various powers, called witches- although these powers are more psychic than magical. There's a variety, ranging from telepaths, pyrokinetics and other elemental powers, healers, and many others. All witches look the same as ordinary humans, and in general only have one power, save for rare cases where telepaths have an additional one.
Said witches rule in some parts of the world, are hated in other parts, and in some more sensible areas, are respected but not really treated differently from anyone else. The world is also starting to go through an industrial and scientific revolution, and cities are expanding, industries are forming, and they have huge airships and weird steampunk technology.
Kassard comes from part of the world that hates and fears witches. His home country is allied with several of its neighbors with similar attitudes, and became part of the Callary Federation. Of course this all happened several decades before he was born. Callary is currently locked in a cold war with the state of Dragor, which is run by an aristocracy of witches, with witches holding many favored positions in society and the government. Dragor also favors using telepaths as spies against Callary, using them not only to eavesdrop, but also to control and alter the minds of local citizens, which has led to a lot of paranoia. There's also Haketris, a mountainous country caught between those two powers, where witches are neither favored nor persecuted, and which tries to be as isolationist as possible. All three countries share a common monotheistic religion, worshiping a single nature and creation goddess and honoring the powerful spirits she created to aid her, although they disagree about the theological implication of powers. To Dragorians, they're a mark of divine favor and blessing, while people in Callary see them as evil. However, religion's influence is waning with industrialization, and hostilities between Callary and Dragoria. Centuries ago, the people of the Callary Federation
The Inquisition is the quasi-military organization that Kassard works for. It operates under the authority of Callary's government, and is tasked with dealing with witches, whether they be Dragorian spies or Callary citizens. All witches in Callary are required to be registered, and how witches are treated depends on their powers- healers are assigned to work at hospitals, most telepaths and others with powers seen as too dangerous are imprisoned, witches with useful powers may find themselves assigned a place to live, and find much of their life heavily regulated but comfortable, and may find a measure of acceptance, especially if their power is power nullfication. Witches who are deemed neither dangerous nor useful find themselves with fewer restrictions, but are still social pariahs and are often the first to be blamed if something happens. The Inquisition has a science department that researches witches to gain a better understanding of how their powers work, and how to counter and remove them. This involves a disturbing amount of human experimentation.
Kassard's personal life was not particularly remarkable. He grew up in a middle-class family with two loving parents and a younger sister in an industrial city. When he was fourteen, part of his hometown (not the part he lived in) was burned down by a witch. Kassard never learned whether it was deliberate or not, but it helped reinforce what society at large told him- people with powers were dangerous, and not to be trusted. Joining the inquisition solidified and reinforced that view- they were shown the terrible things that witches did, and in the course of his duties encountered enough witches that confirmed those views that he convinced himself the ones that didn't were just hiding how vile they were.
He gained a reputation as a model inquisitor- serious, efficient, able to spot witches who were trying to hide, and unflinchingly loyal.
Things started to go downhill after an attempt at going after an unregistered geokinetic witch went awry. Turns out, she'd formed a group of witches and normal humans opposed to Callary's treatment of witches. Tracking her led to a series of encounters with a psychopathic Dragorian spy who had a history with one of his teammates, discovering that an apparently powerless Dragorian refugee was actually a witch whose power was turning normal people into witches (She was captured and sent to the science department), and learning that a different teammate had been passing information to the geokinetic and her ragtag group. Needless to say, he didn't take it well.
PERSONALITY: ASSHOLE. Okay, there's a bit more to it than that. Kassard hates and fears witches, especially those with telepathy, mind-altering abilities. He can be friendly with those he sees as 'normal' and is even eager to protect them as long as they don't support said superpowered types. This is partially cultural, partially driven by his own/his coworkers experiences with witches and partially that he's just prone to being xenophobic and trusting of authority. He's definitely more of a follower than a leader.
When he's around nonpowered humans he's relaxed and friendly, although he's not the type to make friends quickly. He's the sort that develops a lot of friendly acquaintances but few close friends, and most of those are either his coworkers or people he's known since childhood.
Kassard's attitude towards powered individuals varies depending on what said powers are, ranging from being on a paranoid hair trigger with telepaths and any power involving mental influence, aggressive and on guard to those with physically dangerous powers, to condescending toleration of those whose powers he doesn't consider a threat to normal humans, to actually being polite to healers and power nullifiers. His definition of 'dangerous powers' is pretty broad though, and he's generally quick to resort to violence against superhuman threats.
He might be prejudiced, but he's not stupid, and Kassard is good at spotting subtle uses of powers and coming up with ways to counter them using whatever's available. He's clever, good at reading people, and while he doesn't hesitate to use violence, he generally makes an effort to reduce harm to innocent bystanders, and has few compunctions against fighting dirty- Witches are monsters after all.
Kassard is good at lying to himself and will probably be in some degree of denial about his powers for a long time.
POWER:
Tactile telekinesis: Kassard can use telekinesis on himself/things he's touching, and extend a sort of force field over his skin, giving him a limited sort of invulnerability/enhanced durability. He can be hurt, it's just hard to do it- heavy caliber bullets, superhuman strength, or just using enough force fast enough will all work. He can use this to fly, or imitate super strength.
Contact telepathy: Kassard can read people's minds and implant thoughts, ideas and emotions into them. With enough practice, he could reach deeper, eventually learning how to dredge up memories and alter them. For all of this, he needs skin to skin contact (even thin fabric or cellophane is enough to block his powers_ OR to hijack an existing telepathic connection- if a telepath contacts him, or he touches someone on either end of a telepathic connection, he can seize control of that link. I'll have a permissions post for this, and Kassard will wear gloves most of the time.
